Digital still camera design feasibility

I am looking at the feasibility of building a prototype digital still camera. What I need is a report outlining the design for a camera with c-mount lens mount (so no optics/auto focus involved), with an lcd, SD card, rechargeable battery. I would like to use a 1/2.3 10MP sensor from Aptina but would like a comparison to alternatives. UI would be minimal - a method to review images with the LCD and delete. Also the ability to select exposure setting. The report should include a block diagram of the camera and recommended solutions for microprocessor, sensor etc. with pricing for each element. I would also like a rough estimation for the cost to get a prototype built. I am not an engineer - the report should take this into account. I would be hiring for the eventual design of the camera - this report should give me an overview of the process and costs. If there are any options to use existing modules or designs that could save time and money, these should be reviewed.
