Integrated template builder - World class solution needed

This is a call out for RFQ requesting a fixed price. BUDGET IS NOT SET. Rezultat-Group through its operations in Hyderabad, India is in need for assistance due to overload of assignments. The support needed is to develop a template builder to be integrated into a Campaign tool similar to Mailchimp. The creation of the various emails should be with drag- and drop templates and include multiple themes and templates. B2B users shall use this feature to create outstanding emails with included social media widgets. Responsive and of course fully editable. We estimate that about 20 modules should be built. The drag and drop modules should be designed according to general international standards (pure design, programming, etc) for a wide choice of options for the user to choose from. A significant skillset of design is needed to stand out from other email templates (as seen at themeforest or mailchimp and other sites). We need to blend the users with this tool and the recipients who receieves the emails - creating a great user experience both for customers and recipients of emails. The created emails should be able to be named and saved in a library for the users to chose from during the creation of a campaign. Today the overall system is built in PHP of which the Create EMAIL is one crucial part. The various templates will be tested through Litmus to pass spamfilters, technical issues and so forth. If you are an expert - you know what we mean. Source code and documentation to be delivered at handover. This is a solution we really want and one that we want to be extremely proud of.
