Configure IIS Server for Uno Platform WASM Application

I have a Uno Platform WASM app package that is optimally hosted on an Azure Web App. By "optimally hosted", I mean:
1). The app package has pre-built brotli and zlib versions of its files (as well as uncompressed) and a [login to view URL] (attached) that is used to determine which versions to use. When the app is requested by a browser, the compressed files are served (enabling the fastest downloads).
2) The app's files are being cached by the browser (enabling the fastest reloads).
The plan has always been to host the app on an existing IIS Server. However, when deployed to an IIS Server (either the existing or an Azure hosted Windows Server), neither of the above is happening (only uncompressed versions of the files are served and the largest file - [login to view URL] - is not being cached by the browser).
The project is to diagnose the cause of why IIS Server is not optimally hosting our WASM application and guide in addressing that cause.
