Remove slander blog

I need to have someone get a blog deleted from blogspot or pushed away from top ten in google. The guy who made the blog can not remember the login details or which email that was used to post the illegal comments , the blog is inactive since a year back If you can kill a blogger account or push the results away from top ten, then we want you to help.
