iOS iPad App for Photo Uploading and Metadata input

We are looking for a relatively simple iPad app that can automatically adapt to both iPad Mini and standard iPad screen sizes. The app is only required in Portrait mode on the devices. There is NO requirement for an iPhone screen option. The system will comprise three/four screens. Initially a log on screen, which will validate with our internal API that the user account is valid and has permission to upload from the App. This then progresses to the main menu, which will provide three different options - all of which lead to the same next screen, but will pre-fill specific settings depending on the option selected. The user will then be able to select one or more images contained on the devices Camera Roll, before tapping next. The following screen will present each image on a new line, with the ability to enter specific data alongside. Once the data entry is complete for each individual image, the app will send the entered metadata to our API, on receiving a reply, it will then upload the specific original image to our Amazon S3 bucket. Once all images have been uploaded, it should return to the main screen. If the device looses a data signal or Wifi, it should check every five minutes to see if the signal has returned, and if so, restart the appropriate upload. There is also a requirement, on a different menu option, for the app to monitor the Camera Roll (ignoring existing images) and automatically upload any new images that appear without interaction from the user. It should be pointed out that this app is for internal use within a Photo Library and is only intended for use by Image Library contributors. There is no resizing, editing or modifying of the image files themselves required. Uploads should take place over 3G/4G or WiFi signals. The app should advise the user through a message on the screen if the upload cannot take place because of a lack of signal. Any metadata entered, and the response from our API, should also be stored locally on the device, until the image has been uploaded. That way if the app were to crash or the user was to 'force quit' it, on reloading, the previously entered data is automatically reloaded into the appropriate text boxes and drop down list boxes. Please note the budget is provisional and we may be able to revise depending on circumstances and bids. PLEASE NOTE that we do not envisage that the work will commence before 1st October 2015.
