I've successfully lead the development of 5 apps and programs, and would love to take on this project. I believe this could be finished in 3 months, but depending on outside factors such as sourcing sounds and voice actors this could change. I'm assuming you're looking for a large open world game where you rob stores, steal cars, etc. since you referenced GTA. This is fairly straightforward to do, but will require some compromise to make it enjoyable on iOS and Android, and I would suggest releasing a desktop version of the game as well so even more people can enjoy it.
