registration+inbox page needed re-designing

Registration: I need a re-design of a simple registration page...I would like the design to look similar to the design of www.freelancer.com registration (ie nice neat boxes, buttons, text boxes). I would also like javascript to be implemented (ie when the users mouse is over a certain text box, the following instruction appears on the right side). I would also like javascript to be implented when the user selects a country, so that the following state/province appear in the state/province selection. I will provide the coding for the registration (HTML-PHP). Inbox: I would like a similar design as the www.freelancer.com in terms of the javascript to view the inbox, and sent messages...as well as send a message. I would like the design to be simple and neat. I will provide the coding for all of this (code is in php) My maximum budget for these two pages is $30-$40. I will pay half for the registration, and then release the other half for the inbox. Id like all this to be done in UNDER a WEEK.
