IPTV deployment

We're in process of deploying a IPTV system OTT using Set top devices for TV users, however web streaming and mobile devices such as Iphone Android, and ipad will be supported as well, so most of the streaming protocols will have to be supported. we have selected the encoders and thinking of using WOWZA for the streaming server. A bilingual website to be build in two language, as well well all the channels be able to broadcast on the website using individual uses access control/rights. Each account will be restricted to one stream, or one public IP to avoid missuses, the same thing we need to accomplish on the set top boxes and the mobile access. To other time zone bidders if you won't be available during the US EST time please do not bid as its time consuming for us, i know from my past experience. The budge is just to get the project posted we can negotiate the real price based on what's offered, but keep in mind you have to give a realistic offer, otherwise your bid will be ignored.
