Virtual Poker Chips mobile app (with user login/server)

We are looking for an EXPERIENCED mobile app developer to create a simple virtual poker chips app that will be compatible with Android and iPhone platforms. Mobile user has to login to our app, which connects to our main server. Users create private rooms, and able to invite friends into the rooms. Each room will keep track of the poker chips in each session. Poker chips count is recorded by touchscreen movements by user on the graphical interface. Our team will create all the graphics work and animation, we just need experienced programmers to put the app together. This IS NOT a poker app, it simply allows users to create and join private rooms to keep track on their poker chips. Our budget for this project is 500 (Five Hundred Dollars).
