Security on Android

I would like to get an application that can lock other applications from being uninstalled from the phone. The Security Features should include: [login to view URL] application should be installed via google playstore. [login to view URL] application should have password for protecting from being uninstalled. 3. The application should be able to lock other applications on the phone 4. The app password will be set from a web portal and can be changed from the portal and mobile phone. 5. When installing the application it should not request the user for a password as it should be set on the web portal level. 6. When the user tries to uninstall the app he will be required to punch the password so that he can uninstall. 7. A user should be able to wipe out the data on the phone through a web-interface by sending commands to the phone. 8. While using the application we should be able to track the phone from the web portal
