Freelance CD/DVD Production or Compilation

This is a multimedia project that my current employer here in Macomb Twp, MI needs or wants done soon. One of my bosses wants to create two different CD/DVD’s that will showcase their businesses to prospective clients. All we really want is more of a compilation of photos with transitions, onto a DVD; basically a "virtual tour" of the facilities with either some textual or narrated information about our facilities and company. Prospects may then view this at home, at their leisure as opposed to having to sit and listen to an in-person presentation. I am not sure exactly what softwre or programs one would use to compose this project but am thinking it would be something along the lines of Adobe PREMIERE, Apple's iMovie, Microsoft PowerPt or even their MovieMaker (think this is the name of it?) application, as again we're not looking for anything too fancy, complicated or expensive!
