Translate quick C file to Delphi

Real quick translation of the the C++ header to the Delphi- [login to view URL] is in the zip file- and is the file I need to have as the format- all you need to do is get what I could not figue out in that .pas file- I am trying to write a Interface to the property page for the Lame Encoder- please help me- and more projects will be yours I just need to have the [login to view URL] completed properly and a quick example(does not need to be working) on how to call outside of Function very simple- it is mostly a translation ## Deliverables (1) The [login to view URL] file need to a translation of the C++ in the format that is shown (2) quick example on how to use in Delphi to call each function- (just quick example) does not have to be working example ## Platform Windows XP
