Questions-answers website

I need a website where users could ask questions and get answers. There are lots of ready made scripts similar to yahoo questions answers, etc., but please do not offer me those as they do not fit. I need custom solution. The rough idea (functions): 1) there are public and admin side in this project. 2) Public side 2.1) users can ask questions without any registration (yes, there will be no registration) 2.2) users can ask question in private or in public way. If question is in private - it won't be displayed on website. 2.3) there should be public pages like about us, privacy. 2.4) each question can be rated (liked) and shared with [login to view URL] 2.5) on main page there should be shown most recent and most popular questions. 2.6) there should be tag cloud generated from tags added to questions by admins or answerers. 2.7) each question-answer should have permanent link. Pretty URL would be a big plus. 2.8) each question should be displayed with photo on answerer. 2.9) email to answerer should go after user submits question. 3) Admin side: 3.1) two types of users: admins and answerers. Need module to control them (add, edit, remove). 3.2) there should be CMS to edit pages 3.3) Questions can be assigned to specific answer, or anybody can answer that. On one question can be more than one answer 3.4) The should be filter to show answered, non answered or all questions. 3.5) email to person who asked question should go after answerer answers it. No design is needed. Only programming part. You can include in price how much would be for moving xhtml/css template on system. Please also provide me information what framework will you use for this website. Attention: budget for this programming only job is $50 as I will provide detailed specification how it should be made to winner. So please keep this in mind. If you cannot do for this amount of money - do not bid!
