question and answer site design and develop

Hello, You will need to design and develop a question and answer site, where public can ask questions, and there is a CMS to answer questions, add/edit categories etc (Usual CMS stuff for these sort of sites). The development MUST be in PHP with MySQL database. There will be features like Latest 10 on the home page, join mailing list, about us, an audio visual page where i can upload audios and videos etc. The Theme will be an islamic theme. Basically it will be a site with features like [login to view URL], and the design needs to be as good if not better, and it must be liquid layout. The design MUST be good, I want to see some of your designs so give me portfolio when bidding for this project. IT needs to have a little bit of flash, just a small flash element or 2 to make it look really good, but it must load fast.
