Website app allow user to create custom ID - preferably in flash

I need application created (most likely created in flash, but it could be created other way), needs to be put on a website and interface with PHP and mysql. It will allow users to create custom ID badges, save them and email them, and re-open later to edit again. Once the user is satisfied with the design it can submit the design and pay for it online. The user will be able to upload its own images, resize, add text, change colors, etc. It will basically be the EXACT same as this website for creating ID badges: [login to view URL] -User will be able to choose horizontal or vertical ID -upload photo to card -add text -add shape (adjust radius of corner to make rectangle or rounded rectangle) -add barcode all above will be resizable, and will be layered and have option to move the layer up or down The final output will have to be saved in image format when the design is submitted and paid for. Please show similar projects done if you have in past. Thanks
