Need a custom php script written to manage customer records

We need a php script written (it can be based off of a commercial/free script). It will allow a business to have records of different customers where they can fill out certain info on each customer. It will allow for multiple records per customer. It will also allow for pdf and other documents to be attached to the customers record. There has to be multiple rights/permissions (for example: admin, staff, etc..). Also there has to be the capability for the rights to be given to outside users (for example a vendor) to be able to see a particular customers record (not the whole record, just parts of it). Of course there has to be search options and sortable views. Please mention the word "house" in your comment/bid to verify that you read the requirements. Without this word, you bid wont be looked at. The user interface should be nice and user javascript/ajax to give it a very fluid interface.
