Experienced Magento team required

Hi I do have a website developed in magento 1.7 for fashion , I want to change the theme with new responsive magento theme with following additional functions 1. configure and make sure all order notification emails going to customer and admin in their inbox. 2. Though its by default feature but make sure all the order flow like order status , invoice , shipping and refund of money for any product is working properly 3 Need to implement one time password for the verification of COD orders 4. Customers can check the COD availability according to the pincode on product detail page 5. Provide a option to Implement the shipping and COD on product basis something like [login to view URL] =============== Vendor section : 1. We need a vendor log in through which vendor can upload his products but make sure not allowed to touch other configuration of site. Note: Product will remain in inactive state here , Only admin will add final price and make product live /active on site 2. Once a order is confirmed , an notification email will send to vendor with product name and code , billing address etc. but there will be no price of product mentioned in email Revert me back with price and timeline
