front-end for an existing MySQL Database

I have a MYSQL database that needs a user interface, It has to be an exact replica of my current MS Access database front-end, except for a few simple changes. First, The freelancer that wins the bid needs to review the current MySQL database and analyze it based on the needs we have and make sure that the database will work properly. Then, either re-use the current unfinished front end, or start a new one. The main task is to re-create the front end that I am using in MS Access. This new database I am working on have a few extra field that will require a special handling. the database will be use by two people with their own companies, so they need to keep track which record belongs to whom. The other requirement is to be able to control the users. There is going to be two main people that can use it all the time, therefore they need to have full access. there will be a third person, the secretary, who can only have access from the office. We do not want her to access the database when she is out of the office. The options to control this can be by time of day (after a certain time the user cannot access the database), or by requiring a second password past certain time, or any other way you can think of....IP number is NOT fixed so it might be a little more difficult. In regards of the user interface, there is no magic to it. I want an exact replica or very similar interface to the MS access database user interface I'm using right now. It is very simple, and only needs a few tweaks to work the way we want to. The freelancer needs to account for some extra time for those details in the price. Within the database, the user should be able to create a PDF of certain information, so it can be printed. Attached is the current database with some samples of the information in it.
