Wireless Camera API project

We have an existing software application that is web based written in php and javascript. It's a very specialized application that uses digital images captured from a SmartPhone or Tablet device. The application has become so popular that we now have the need to scale the application to larger commercial solutions. What we need is a system tha will capture images from two cameras, one mounted above and one mounted from the side. The images will be a snapshop converted to jpegs and then uploaded to an internet server where they'll be assigned to a particular job and stored. We've looked at some varying api's such as one offered by AXIS which also has the camera unit. The goal would be to give the user the ability to control the wireless cameras and click the images to be stored at their discretion. The user will be on a forklift or next to a forklift. The forklift will position the unit within the appropriate distance of the cameras and then we'd like to take two shots. One from above and one from the side. The two images would be converted to jpeg files and uploaded to a server. So what we are looking for from a developer is first a plan. How would they do this. What api and camera system would they recommend, how would the snaps be triggered. This would all be a part of an overall proposal so that we can evaluate the entire approach. It would help if the programmer had experience with this sort of thing, but it's not entirely necessary.
