Small Script Top With Manual Links

I need a small script top that arrange the exchanges of traffic with clean links without parameters. 1-)the script must arrange each hour the visits that send the other webs for unique visits, ( I will set it in the admin panel,each hour,each day,each 2 hours...) 2-)the script must work in pages with extension (html,php,shtml,htm.....) 3-)I must do break the top as I want...4 columns, and 2 files and apply any style. 4-)I must do create different tops in one same page or in differents 5-) When 1 webmaster signup in our form, we will must approve it in the admin panel before of send neither traffic. the form must have: a) Nick Webmaster b) Email c) Title of the page (I will can limit number of characters to show depending of the top, in the admin panel) d) Url of the Web e) ICQ f) MSN 6-)The script will work without database for don,t overload the server . 7-) the links must be "clean" (without parameters), the others webmasters will send the traffic of this thing: [login to view URL] and We will send our traffic to they of the same thing: [login to view URL]
