PHP error in Interspire shopping cart, need expert help to fix

hello thanks for looking at this bid request. I have an issue with the Interspire shopping cart and require some help to fix it. The brief summary is that I am unable to upload images for the shopping cart, this is a basic function of the CMS, so there is something not quite right with the install I think.
