SQL database and interface the allows internet users to login and enter data. That data gets sent to another person to be verified. The verifier can edit data if needed and then submit data to final database for out put as a table on a web page.
I have been getting quite a few questions, so I don't feel I have explained my needs the best in general.
To make this easier, I've made two post on my site showing what is needed from both a coder's view point and a player's view point. Reading the Coder's View is highly recommended. You may find them both via the links below...

## Deliverables
Here are a list of the questions and answers that I have provide other bidders to help get a better understanding of what is needed....
1. All users are consider pilots?
A. All users will be pilots. There needs to be two other types of users. They are "Wing Commander" and "Force Commander". These two users will also need to be pilots as well. If it is easier, I can have them user different login/accounts. There will be several Wing Commanders (think of these as some thing similar to Moderators on a forum if you are familiar with forum software). There will only be one Force Commander, and that will be me (think Administrator here).
2. Does users register themselves or the site admin create them?
A. I would like users to register them selves. I currently run a vBulletin forum for this game, so it might be advantageous to use the username/login from that?
3. Do you currently have a working database with the users name?
A. Not unless we use the vBulletin username database. Not everyone on my forums will play in this campaign, but all have the option to play.
4. Are you currently have a site with some functionality and you want to add this new functionality or you are starting from 0?
A. My current site is [login to view URL] My thoughts were to add the needed pages for this as links off the the current main page. My other thought is to add it as an html page via a module on my main page. This part is handled through a modification to the vBulletin software. It acts as a "wrapper" around a new web page.
5. How or who set a pilot as wind commander?
A. I would need to set a person to the Wing Commander role. I'm open to suggestions how how best to do this.
6- There's no major design/layout work involved, you want interfaces for users and administrators to enter/manipulate data, correct?
A. This is correct, I've pretty much done the design and layout and have all the required images.
7- Both regular users and administrators will need to log in in order to have access to the interface, right?
A. Yes, all types of users will need to login to access the interface. Most of my users already have an account on my vBulletin forums. Not sure if it would be wise to use that database for the login functions or not? So, to clarify, there would need to be three types of users. Normal users, Wing Commanders (think some thing along the lines of a forum moderator here) and a single Force Commander (Admin).
8- Does this project involve pulling the data and display it on the web page you are talking about?
A. Yes, I would want the data pulled and displayed in a nice looking table of some sort. Being able to search, sort and filter the results would be needed.
9- You mentioned, "An admin level user needs to be able to add and control certain parts of the database." Can you elaborate on that? What parts of the database?
A. This is for a World War One aerial combat game. I will be using this to track the progress of a campaign. Since certain aircraft were only available at a certain time during the war, I would need to select which aircraft are available for for the users when they join. Since they could join at any time during the campaign, I would have to be able to make aircraft available as needed. I would also want to be able to add more aircraft as needed at a later time.
10- So really, we need to put the data entered by the user into some sort of "temporary" or "unverified" state, and then the admin can edit the data and change the status to "verified". And at that point, the data is eligible to be displayed on the web page you referred to. Is that correct?
A. That is pretty much how it needs to work. The unverified data needs to go to the Wing Commander (who will be local to his assigned players). He will verify that all is correct and then post the date to the web page.
