RoR application for 5 table database

Hello, I have more development work than I can handle and need to find a solid Ruby on Rails developer. I'm looking find someone for an immediate project, but also have a view for the long term. Let's start with a project that you might be something you can complete fairly quickly. Attached is SQL for a 4 table database (mySQL). You need to create a web front end for CRUD operations for each of these tables. No scaffold code, please. It needs to be a little bit more than that. As you can imagine, some of the tables will be related. I expect you can handle relationship dependencies and querying. I expect automated test code. Attached is one screenshot, but I don't really care how it looks. I only care if it works and if you write good, tested code. I need it complete in 3-4 days. One of the tables needs to maintain a list of uploaded files (table named location_images). But let me be clear- I don't want to upload the files into the actual table (using Blobs). The table just needs to maintain a list of files uploaded for that particular record. See attached screenshot for more information. When displaying the rows of the "location" table, there needs to be a column entitled "Outstanding Issues". If there are any unresolved issues in the associated "location_question" table, then the value will be yes; otherwise the column value will be "no" or "false". Hopefully this gives you enough information to bid. If I like your bid, I can provide answers to any questions you might have.
