URL Redirect, Link and IP regulation

I need a program or web based application that will allow me to create links that will expire after 1-5 uses, combined with being locked to the first IP used to access the link for the first time. For example, I want to be able to take my affiliate marketing link (www.link#[login to view URL]), and create a list of say, 10k links that when used 2 times to access my affiliate site (www.link#[login to view URL]) they expire and then just redirect to another site ([login to view URL] or some other site). In addition, I want to be able to lock access to the links from the first IP that is used to access the link. Also, I want the ability to create a link re-direct (to show different site referrer): Ex: Take my link (www.link#[login to view URL]) and re-direct through www.link#[login to view URL] to www.link#[login to view URL]
