Software or template for art project

I am Fine Arts student looking for some assistance in bringing a project to life. My goal is to have a table of rows and columns where I can have a mix of local videos files, locally connected webcam feeds, and possibly streaming web cam feeds displayed in the cells. Another option is to just have time delayed snapshots from the local and internet webcam feeds displayed. I am not too concerned about what type of software it ends up being so long as it serves the function I am looking for which is for me to be able to choose the source for each cell.
