Set up An Email Hosting Server

We are looking for someone to set up a dedicated email server for us, that will be able to send out large quantities of emails. We will provide anything that is required, including the server to work on. Preferably, we are looking for someone with experience in doing this or something similar. All correspondance will be done online. Specifications: -Ability to send upwards of 1 million emails a day -Protection from being blocked by common spam filters on major email providers. (This is not spam email. More will be explained ? when the bid is accepted) -IMAP -SMTP, not exchange. -If possible, a simple API for us to use once it is completed
