Program a website for us in Drupal, wordpress or Joomla

We need you develop either in Wordpress, Joomla or Drupal a website that will have the following capabilities. Ths bid should include implementing a design that we will give: Capabilities Different levels of users - guest - can comment - maybe using disqus - can post, but posts wont appear until it gets approved - They can not use media from anyone else - Can post, will appear automatically - they cant use media from anyone else - can post, will appear immediately can use other media - can post immediately, use other media, and can approve other posts but not one flagged by admin not to post - admin - can do anything User can vote up or down on a post Sorting - Can sort by new, highest rated ever, highest rated past month, etccc. - Most controversial (the most up and down votes) – also opton ever, past month, etc… - Default page should maybe have most popular in the last 24 hours, that way it will be constantly changing Different categories and sub categories and subs of subs Tags – The original poster can but a tag as well as registered users can add tags Can keep track how many times a post was read, but also by IP address. Because we are going to want to reward posters based off of how many times it was read from unique IP addresses Option for a user to report a post as inappropriate. Ban person based of IP Be able to have adds interspaced with the posts Some sort of forum type where people can post questions in different categories and get answers. I don’t like the forum look though. Filter and subscribe based off of topic or author
