Customer WooCommerce Plugin

I am running a T-Shirt store powered by WooCommerce that offers two attributes which users select "Size" and "Color". So we have stock of blank T-Shirt which are being printed upon the customer's request so we want to control inventory of those blank T-Shirts and sizes through a customer plugin which have an effect on all the products in store. Hence I want to get developed a custom plugin which can restrict users to choose a particular T-Shirt Color and Size combination their must be an option to make the restriction effective on particular or multiple products, category. Check the wire frame of plugin attached to get an idea of what I am looking for. My budget for this project is no more than $100.
