CSS Designer to change the look of the site

I need an expert web designer to change the look and feel of an existing website by changing the CSS files only (like in [login to view URL]) without changing much of HTML. I want color, size, placement, the orientation of the elements in the pages changed to make pages visually attractive and modern. Also, different than how it looks now. The site is built on PHP, but I just want the designer to change CSS files only. No change in PHP or any HTML files. The designer will be working in an online system either changing/updating the existing CSS files or making new CSS files or classes. It may not be different looking structure-wise but more attractive-different in terms of look and feel. Basically, I would like to change Index page Listing page and Display page Maybe +1-or 2 pages If you understand the task, please bid an accurate amount. It is NOT a programming or integration job, but it is totally designing job. We have three sites to be done, but this post is for only one site. I am trying to get started with one and see how it goes. Please:
