PHP Admin Web Panel

I want a PHP Panel Basically the panel should have 1 admin command who can create other users. The admin should also be able to edit a users details. The admin should also be able to edit a users permissions on what they can see etc. (which buttons) The admin should be able to add buttons to the database When a user logs in they should be presented with a dashboard. The dashboard should load via a database which whill store HTML/Javascript code for buttons. The user will only see the HTML buttons the admin has given them permission for. An example of an admin button code would be something like <p id="demo" onclick="myFunction()">Click to open console</p> <script> function myFunction() { launch_rc('[login to view URL]', user, 'pass'); } </script> so for example when a user logs in they should see buttons on their page to click e.g like a row of 4 buttons o this panel will control whats the users see and ther admin can make/delete/edit accounts only the admin can only, add new buttons, edit buttons, delete buttons. And add new users,edit users,delete users, and edit users perms to what buttons they see. users cant change their password, only admin can change it in terms of design u can copy from [login to view URL] oh and users and admins should have a logout option the admin controls what buttons the users will see for example the admin can add buttons in the datavase to be displayed on the dashboard the users cant change any of their account details only login and logout admin controls all credentials he can add users delete and edit their password and then permissions on what buttons they will see when logged in there should only be 1 admin user And he controls the other users and what they see on their page when they login The user when logged in should be presented with a page of buttons The buttons they see is based on what is assigned to them So the admin can create 10 buttons And say a user will only see 3 of them But maybe another user will see 5 etc He can pick which buttons they see
