Hey I read your brief and understand what you need and how do you need it. I can develop a queue system that will generate auto tokens after registration and will update the user with the no. currently serving, next 5 in queue and notify the next person in queue as well. It will be totally up to you who is updated and when. It's pretty straight forward job and I don't think that it should take more then 2 weeks to complete. I will design simple and smart UI for the web page that you can easily update.
