Progam devlopment needed

Im needing to create a cross between the timetable program for wordpress and bookit. [login to view URL] I want to allow a user to request time slots on the timetable program. I tried using both timetable and bookit together, but i want them to work in tandem with eachother. The program needs to recgonize when someone request a timeslot so that it is removed from the bookit form The user would have to have there email added to the program before they could sign in or use it. Which limits users to only those apporved to use this software. the walk thru on the website would go like this: 1- user's email is added to program. 2- user signs in and creates there username and password for future use. 3- user click on TAB for Scheudle an event. 4- user fills out the application SIMILAR to bookit. the only diffrence is that it would show the venues and times available. 5- If no one else is requesting the timeslot for that venue, then it the request is added to calender and shown as pending. 6- admin's must then approve or delete the time request. 7- Once approved. People could see the show time for that event.
