From my understanding, this project requires design, storyboarding, a minor feat of character and set modeling, and at last, animation. For this particular price, you'll be getting fully lit, fully modeled scenery, but shaders will have to be used for complex texturing effects. The animation isn't much of an issue because that is my specialty. Rendering however will be decided based on the format the client needs., I would suggest a project of this budget going no higher than 1280x720 as the maximum resolution, rendered in png frames, and distributed via ftp, unless you would prefer a video format.
