Unity 2D Character design and rigging

I currently have some animated characters and some single 'reference' images for additional characters I'd like converted to a similar puppet, rigged and animated in Unity. The current rig and 'future' rig would then need many animations creating to be an ongoing project (100+). There are currently 20 characters which require converting to a puppet with each component being modular to be changed amongst all other characters, future characters will be made by you in the future too. I'd prefer to do many milestones for the different tasks knowing what each would cost me rather than on an hourly basis. a) Current character with working Rig and most components as required. (Nothing new, 3 races Humans, Dwarfs and Elves but we'll start with Humans). All images of 'Hippo' package are currently 512x512 though will need scaling to 256x256. The rig should have 5 basic animations to start with though MANY more will be added later (IDLE, WALK, AIM, SHOOT, DEATH) I'll send you as much as you need to get started so if there's ever anything you think of to quote then please let me know... There'll be other requirements as part of the image manipulation so don't worry about the aesthetics initially, just the creation of the rig The 2nd and 3rd rig should be able to use all the same textures for the Human characters, though the scale will be slightly altered (thus the requirement for the different rigs) What another artist came up with here: [login to view URL] though didn't understand the requirements of the rig and the components being modular to allow any texture to be replaced without altering the image or position. If you'd prefer, it's possible and time and budget allows I'd prefer you recreate all imagery in case the game isn't completed and the assets created could be sold. If you think that's 'easier' without too much additional expense let me know too. This bid should be for ONE character designed similar to the (b) 'Characters design for reference', separated into components of head, face etc... as in (a) 'Current character with working rig'. There's no requirement to implement additional rigs (c) at this stage though all 5 animations should be delivered.
