Visual Basic 2008 TAPI console application

Visual Basic 2008 console application, TAPI simple answering machine. Please BID only if you have done this kind of program before. Without experience of the same, it takes too much time to figure it out. I use an USB FAX VOICE MODEM and have build a small software. I have it answering the phone and playing a wav file. I use AT commands to get this result. I want to use tapi3 instead for AT commands. So I want a new program. The program only has to handle 5 tasks: 1. Answer the phone 2. Play a wav file (for example: [login to view URL]) for the caller. 3. Record a wav file (save as a file, does not have to be unique: just overwrite) 4. Playback the recorded wav file 5. Hang up I can manually rename the recorded wav file and call it: [login to view URL] in order to create my own [login to view URL] file. I want to receive the source files. So comments in the program are appreciated.
