Build an environmentally focused user portal

We seek a developer that can build the single-login, desktop and mobile friendly, web-based user portal following the design depicted in the attached pdf mock up. Additional minor pages and modal windows will be required, including those for social media sharing, creating logins, forgotten passwords, etc. We are leaning towards the use of Caspio for the user login, database, form, data table and plotting needs. Though we are open to the use of an alternate tool that can be modified and maintained without significant coding. The billing user interface will be handled by self-hosted Invoice Ninja. Steps will need to be taken to capture an invoice-specific unique key from the Invoice Ninja API to provide access to the invoices without an additional login. This API will also be used to get data required for tables, plots within the portal. The Invoice Ninja tables, invoices and interface will need to be adjusted to fit a mobile screen. I'm guessing these adjustments can be made with css. Other minor Invoice Ninja changes, including simple parameter changes will be required. Embed Reviews will be used as a review widget. In addition to the review page shown in the pdf, an additional review display will be needed for our public facing pages. Throughout the project, the web design and embedded components will need to be formatted to fit our branded look consist with our current website and brand logos, colors, fonts, etc and to function in desktop and mobile web browsers. Logos, font classes, icons and brand colors will be provided. We are currently use Weebly for our public facing website. This or other web design platforms may be used. Again, as much as possible, future modifications should be able to be done with minimal coding. An API interface with Adobe InDesign for the automated production of infographics will need to be developed to populate fields (from database values) in an existing InDesign template and to store the resulting images. The database for the portal data will need to be designed and created.
