customised joomla to send bulk sms

i want a site i can use to send customised sms to mobile phones. the site should be capable to host different users who can create their profiles and have limited admin authorities, they should be able to create list of the mobiles numbers they want to send sms to and the sender ID to their desire. the admin will have the power to assign the number of sms one is allowed to use as per package given and their expiry. the site should be able to be customised to send automated messages and messages with a future trigger like a date. thanks
