Just need someone to convert PSD Template to PHPBB#

I need help with converting a phpBB2 MySQL database to a phpBB3 one. Currently I am trying this locally and it fails at step 17 of conversion ( with the converter provided by phpBB3 ) with no obvious error. I prefer that the work is done via TeamViewer on my localhost but I can provide the MSQL backup and the current version of phpBB2 install if absolutely necessary. Please apply only if you have the necessary experience and knowledge with this task.

I have a PHPBB3 forum hosted at createforumhosting dot com. I am the forum administrator, therefore I do have access to the admin panel. However, the option to save the phpbb forum database is not active / not available. I intent to make a backup of the database. If you want to test the possibilities, just create a free test forum in the above site and give it a try. If anyone thinks he can create a complete backup of the forums (content+users minimum required) without the save/backup DB option actually being present on the ACP interface please do bid on this project.

I want a plugin which will allow users to pay for premium memberships to my site, which is phpbb3 based, using PayPal. When users join, there will be an option to join free or upgrade to premium. If they select premium, they would be directed to PayPal. Once payment is complete, they would be redirected to the site and added to the premium group.
