Answer overflow calls for small ISP

I have a small dial-up ISP in Southern Missouri. I get about 5 calls a week either for billing for for light technical support.
Most of the time I answer the calls, but sometimes I'm unavailable. I'd like to forward these calls to a real person rather than voice mail.
Calls are received 9AM - 9PM M-F and Noon-5PM on Saturday.
Access will be provided to my billing system and to technical support docs.
I would prefer a native English speaker and not someone from India. (Sorry)
Everything is VOIP so it costs me virtually nothing to bounce calls to Canada, UK, Aus, etc...
Call volume will be quite low, so we'll always round to the next hour.
